Title I - No Child Left Behind

Title I, Part A is designed to accomplish four primary goals: 

  • provide supplementary education to students eligible for services;
  • provide additional funding to schools and districts serving high concentrations of children from low-income families;
  • focus educators on the needs of special student populations; 
  • improve the academic achievement of eligible students, reduce performance gaps, and assist eligible students in meeting high academic standards (Riddle, 1996).

Title I funds are targeted to high-poverty schools with grades K – 5 and are used to provide educational services to students who are educationally disadvantaged or at risk of failing to meet state standards. To qualify for Title I funds a school must contain grades K – 5 and have a free/reduced lunch percentage of a minimum of 43%.

All of our district Title I schools operate a school wide program. The purpose of a school-wide program is to ensure that ALL students benefit from this organizational structure. This means that materials, professional development for personnel, parental involvement activities are designed to impact learning opportunities for ALL students in the school.

Each Title I school is required to submit a School Improvement Plan to the district annually. The plan is reviewed by the Federal Programs staff to assure all requirements are being met in a manner that will impact the achievement of all students in the school.  The School Improvement Plan is written by a committee of school administrators, teachers, parent(s), and community members.

What Parents Should Know About Title I Schools

Inform the parents of the school’s participation in Title I

  • Explain the requirements of the Title I program
  • Description and explanation of the forms of academic assessment used
  • Explain how a student becomes eligible for services and exiting the program
  • Timely information about the Title I program
  • Description and explanation of the curriculum in use at the school
  • Proficiency levels students are expected to meet
  • How the school serves the at risk student population
  • Opportunities for remediation, on level and above level instruction
